  2.  Add the remaining ingredients and let the Instant Pot work its magic. 
  3.  Finally, you’ll stir in the rice and let everything meld together into one delicious dish.

Pro Tips:

  • Make sure the venting position is in the sealing position to get the high pressure.
  • Do a quick release at the end of the cooking time to release the remaining pressure before adding the rice.
  • After the rice is cooked, do a natural pressure release. This lets the rice cook completely.
  • Mix with a wooden spoon to prevent scratching the bottom of the pressure cooker.

Instant Pot Beef and Rice

Cook Time 50 minutes
Additional Time 40 minutes
Total Time 1 hour 50 minutes


  1. Turn sauté function on instant pot.
  2. When the instant pot says hot, add olive oil and then stew meat.
  3. Cook for 3 minutes giving a quick sear to all sides of the beef.
  4. Remove beef and set aside.
  5. Add onion, bell pepper and garlic.  Sauté for 2 minutes.
  6. Add beef back into the onion mixture.
  7. Add carrots, tomato sauce, and beef broth. Mix well.
  8. Add black pepper, garlic powder, paprika, bay leaf and salt. Mix well.
  9. Hit cancel to turn off sauté function.
  10. Place the lid on the instant pot, and flip the steam valve to close.
  11. Cook on high pressure for 10 minutes.  Instant pot will take 7-8 minutes to come to pressure, then start the 10 minute timer.
  12. Once the timer goes off, flip the switch and allow steam to escape from the instant pot.
  13. Once the pressure valve drops, open the instant pot and add rice. Do not mix.
  14. Place the lid back onto the instant pot and cook for 15 minutes.  Instant pot will take 7-8 minutes to come to pressure, then start the 15 minute timer.
  15. Once timer goes off, let instant pot naturally release for 15 minutes.
  16. After 15 minutes, flip the steam valve to open and let the pressure valve drop.
  17. Open the lid and stir.  Serve immediately.
